Is a non native expected to be able to read the road signs in arabic...or are the roads all numbered eg, 312 road?

All roads are numbered in English and Arabic. The only problem is no one knows the road numbers :)
Locations are given by plotting yourself next to a popular landmark or follow first left, second right instructions. If you try using road and exit numbers people might think you are mad.
Winter in Dubai tends to be clouds and sun. Day time temperatures range from 18 - 27 celcius.
